Can you send out announcements, via email that the receiver has to confirm they have read it?
For instance. If there are contracts or work policies that change, an email is sent out. The person then has to click on a link that takes them to the policy, which they then open or download. It is then determined that the employee has read that policy.
An email will be send out everyday reminding them that they need to do this, until they comply.
The Admin can see who has followed the link and who has not. The employee cannot then say they did not see the announcement, or the Admin can contact those who have not complied directly.
